Tsleil-Waututh Nation

Request For Proposals

The Tsleil-Waututh Nation requests proposals to define the scope of requirements for a new Administration Building within its community campus on its North Vancouver Reserve.  The deliverables for this first phase of the work are:

  • Develop a Master Concept Plan for the community campus;

  • Develop the program for a new Administration Building therein; and

  • Prepare a report to set parameters for the building’s design based on the Master Plan’s vision, and the program developed to address the Nation’s objectives.

Community Campus

  • The Campus is a ~3 ha filled sloped area containing the Community Centre and temporary buildings.  A Master Concept Plan is needed to give vision to the area.

Administration Building
 The building is to serve:

  • Administrative functions including public works, education, health, social services, etc;

  • Governance functions including Council, public and inter-governmental meetings;

  • Commercial office functions for third party and the Nation’s business enterprises;

  • Cultural engagement functions for youth and Elders;

  • Security functions to preserve official records, and serve as a communications centre in emergencies.

It is to have universal access and be expressive of Tsleil-Waututh culture.

Report:
The report is to:

  • include discussion of various funding opportunities available from programs such as LEED, BC Hydro, Indian and Northern Affairs, and Health Canada.

  • be used as the basis for a second phase RFP to architects for building design.

Identified work elements include:

  1. Working with the Administration to review space requirements, priorities, design concepts, construction platforms, phasing, site requirements and implementation.

  1. Developing the campus concept in context of community growth, natural attributes, civic infrastructure, and compatible land uses.

  1. Communicating with Council and the community to determine priorities, preferences and concerns.

  1. Elaborating on the merits and costs between obtaining LEED Gold Certification versus meeting LEED’s Gold standards without formal certification.

The 450 member community has funding in place for this first phase of planning and reporting.  For information contact:
